I don't want to read the whole manual, how do I quickly find what I am looking for, like what are the minimum requirements to work for BP? Again many of the tidbits of information are on the site or in the BP Safe Work Practices Manual.

I may have some gaps between what BP requires and my HSE program. Can I borrow from BP programs? The web site is offered to you without copyrights. If you think that a program used by BP can be implemented successfully in your organization, go for it. Some processes such as ASA and Dupont's STOP program are programs that we have purchased and you will need to do the same if you are interested in them.

I feel like there is a foreign language being spoken. What do all these acronyms mean? We know what you mean. We have an acronym listing on this website; also there is another list in the BP Safe Work Practices Manual.

General Questions:

When do the new HSSE requirements go into effect?
December 1, 2005

Do the new HSSE standards only apply to on-site suppliers who have full-time employees at BP locations?
The HSSE standards apply to all suppliers working on BP-managed sites and locations.

With the TRIR threshold set so low, will this increase the scrutiny used to rate BP suppliers?
Yes.

How does the HSSE audit process work?
Contractor HSSE Performance Evaluation Teams (for contractors) have the authority to maintain the audit schedule, which is based on prioritized risk, past performance and need. The Audit Team completes the audit, reports to the Sector Team and the CPET. The CPET classifies the status of the supplier. The supplier is then responsible for resolving any audit findings, if necessary. A follow-up review is conducted to verify the closure of audit findings.

How long does the HSSE audit process take?
Audit itself may take 1 - 2 days.

Is BP conducting HSSE audits on all suppliers?
No. Whether an audit is conducted depends on risk.

Will my company still have to complete a ‘standard safety questionnaire’ in PEC or ISNet? (US only)
No, those tools are no longer required. U.S. Land new contractors may be required to complete the SSQ as a part of the initial screening process.

Who determines whether the "specific" Supplier HSSE Requirements apply?
The decision is made by BP representatives from the line, HSSE and PSCM.


Changes in Supplier HSSE Status

What are key differences between the current TRIR requirements and the new TRIR requirements?

  • The rate is 2.0 for work at BP sites.
  • U. S. Land will calculate a TRIR rate for each of the 5 Performance Units and the NGL BU.
  • Changes DW from 3.5 (company) to 2.0 (onsite).
  • Changes NGL from SIC performance.
  • Changes Canada from 4.0 (company) to 2.0 (on site).

If a recordable incident occurs and a company's TRIR rate goes above 2.0, does work stop immediately?
Maybe. A Management of Change (MOC) must be approved within 30 days. During this 30 day interim period, continuation of work will be determined by local line management in consultation with HSSE.

How do we calculate TRIR rate if a company has worked less than 12 months for BP?
The TRIR will be extrapolated to 12 months based upon available BP data over the 12 previous months.

How do you define a ‘new’ contractor?
A company who has not worked for BP within the past 12 months.

What does being a "not approved" / "red" supplier mean? Does this mean the supplier immediately stops doing business with BP?
A "not approved" / "red" status supplier can continue working with an approved Management of Change (MoC) in place. A Management of Change (MOC) must be approved within 30 days. During this 30 day interim period, continuation of work will be determined by local line management in consultation with HSSE

What happens when a supplier turns to "conditionally approved" / "yellow" status?

  • The supplier can still work for BP but must have a performance plan in place that will close the performance gap within 12 months.
  • Gap closures will be verified by a performance audit.

What does being an "green" supplier mean?
The supplier may work for BP if services are needed. The supplier's HSSE status is approved.

How will we transition from the old classification system to the new system?
All contractors will be grandfathered into their current HSSE status: 1) until audited using the audit protocol and by CPET agreement, or 2) if 12 month rolling average exceeds 2.0 TRIR, or 3) U.S. Land suppliers who are currently yellow with variance will become grandfathered as red with approved MOC.

How long can a company remain ‘conditionally approved, yellow’?
Grandfathered companies at yellow status will move to red status after 12 months if all HSSE requirements are not met. Companies who have not been audited in 2005 and are at yellow status have until Dec. 1, 2006 to meet HSSE requirements. Companies who have been audited in 2005 have one year from the receipt of yellow status notification to meet HSSE requirements.


Communications and Training

How are suppliers being informed of the changes in process?

  • Suppliers will receive communications via face-to-face meetings and / or letters from their Sector Team or PSCM.
  • If you have not received a letter, contract amendment and a copy of the audit protocol, please contact your PSCM representative by December 31, 2005.

Will I be kept informed of my company's status?
Unless you are specifically notified, there is no change in your company's HSSE status rating.
